It shifts the taxes to people who bought more economic vehicles that waste less resources and have less impact with their smaller vehicles on the road and the environment. I drive a 1996 Geo Metro that gets around 40 MPG and do a lot of driving for my work as an appraiser. I see that with the milage tax it may cost me as much or more to fill my six gallon gas tank as it would to fill the tank of an SUV!
